About 6months ago, I worked on a Cobalt RAQ server... check the mailing
list archive on the steps that I went through on configuring the Apache
httpd for use with a non-cgi-wrapper interface... I *belive* that I
wrote a mini-step-by-step email about how to get around its limitations.
