Hmm, I might be making it harder than it could be. I think you must
use a comma to separate and not a space, which is not the usual MV
practice. Commas will go bye-bye completely in MiniVend 4, and shell words
(allowing quoting) will be the standard.

It is documented that way....this is one of the original features
of MV and as such is somewhat outdated. Personally I am using the
[fly-tax] tag unless the number of states is more than a few.
