Cameron -
You can create your own new account setup page for ship-to, bill-to,
address and account books - most of this would be the same as the form on
the checkout script, an use [userdb save] to post it the the user's account
record. It will take some trial and error but it is doable. Likewise, you
can detach the tax javascript from the state field of the shipping address.
Plan to do some manula reading and checkout.html souce scrutinizing!
