In case anyone's interested, I found a way to do this.
Using standard demo files, do this:
1. Rename index.html to specials.html
2. Copy frames.html to index.html
3. Edit new index.html -> change [area index] to [area specials]
4. Edit frames.html -> change [area index] to [area specials]
5. Edit noframes.html -> change [area index] to [area specials]
Now, first access to MV comes up in frames mode, and you can switch to
non-frames if desired.
