Bug in FramesDefault?

Hello List:

I have been unsuccessful in getting MV3.14 (perl 5.00503) to start in frames
mode.
FramesDefault is set like this:

  FramesDefault       Yes

First access to MV comes up in non-frames mode, not frames as it should.
But then, clicking on "frames", it goes into frames mode just fine, and
switches back, too.

Does anyone else have this problem? Is FramesDefault broken?
