you are starting it as root.
whatever user is intended to run minivend doesn't have access to your
shell (bash) config file. As well it should not. Minivend should have
its own user or use the same one that your httpd uses.
DO NOT run minivend as root. Very very bad idea. Very dangerous. Too
many chances of minivend running arbitrary perl code.
That is the first error.
Now the second one smells like you don't have start given execute
permissions. Although, it very well could be that it is just identifying
the program that created the previous error. I can't remember which....
