General configuration file errors.

I'm trying to get mini vend runing for the first time and I'm having a
heck of a problem with the config files. I posted a message about the
problems I was having with minivend.cfg. I fixed that by nuking all the
comments and putting the catalog information up at the top. Now the
default file for the simple database is complaining. First it wanted a
VendURL which was, by default provided, half way down the file. So I put
it up at the very top and it's happy with that. Now it complains about the
MailOrderTo directive which it can't find but I placed directly below the
VendURL. Obviously there's something wrong on my end that won't allow me
to parse the files correctly. I feel so close, yet so far. TIA for any
help.
