Additional Flat Shipping Charge...

Hello MV users,
I am having trouble getting an additional charge added to my default
shipping charge (based on upsg). I have the following settings in my
catalog.cfg file:
CustomShipping weight
DefaultShipping upsg
Shipping 3.00
The ups look-up is working OK but I can't get the additional $3.00 s/h
charge added to it.
Any suggestions?? Thx in advance for your help, Doug.
