[Random] in file called by [file name=""]

I am trying to include a file in which there is the [random] tag and can
not get it to work.

When I place the file tag [file name="pages/includes/sidebar.txt"] it
brings it in fine.
When I place the random tag [random] it works as it should.
However when I place the random tag inside the file I am including it
produces the text [random].
Likewise if I put it in quotes I get the text "[random]"

How can I put the random tag inside a file which is called into multiple
files?!
