Planning for next Major MV revision

I seem to recall an email some time ago from Mike H. stating that the next 
major revision of MV (mv4.0x) was going to be a complete rewrite. Now I can't 
find the email. Does anyone know anything more about this?

If so, are there any steps we should be taking now to prepare for 
implementation? I know better than to ask for a schedule. ;-)
