MV3.X how to have two shipping-criteria?

HI,

I have some shipping-problems. I want to have two different criteria. If
the price is more than 150 no shipping should be added. Otherwise there
is this table.... but it does not work this way. How could it?

code description criteria min max formula
default Deutsche Post AG weight 0 4000 8.50
default Deutsche Post AG weight 4001 8000 10.50
default Deutsche Post AG weight 8001 12000 12.50
default Deutsche Post AG weight 12001 20000 17.00
