.access/.access_gate not operational on pages directory

I'm trying to protect all minivend pages with .access/.access_gate files.
Seems to work just fine on subdirs like "ord" but does nothing when the same
files are placed in the pages directory.

.access = 0 bytes
.access_gate  looks like this . . .
----------------------------------------------------
*: [if session logged_in]Yes[else]No[/else][/if]
----------------------------------------------------

Minivend still serves up pages from the pages directory when the above files
exist in the pages directory.
