The Minivend documentation states the following .

a dedicated NT machine, there is a version of MiniVend for Windows NT. It
may work well for you, but there are differences in operation from the UNIX
version (mostly due to NT's lack of fork() or and lack of threading support
in Perl).
Can somebody please advise why this is so ? I have minivend running on NT
and I haven't had any problems.
BTW if I do persuade my NT ISP to install minivend for me can anyone tell me
how I can start and stop the server remotely.
