As a users, not much you can do that would not get you in deeper with your
ISP. (reverse floods, etc.)  The most effective thin I have found is to 
Bribe the sysadmin, don't call the office and talk to the suits, they
don't care.  Get the guy that actually runs the machines.  Buy him beer,
pizza, soda, hookers, whatever.  Be cheaper than losing business.
