Yes, if they have the correct permissions. You should check to see who the
owner of the process is (ps agl or sometimes ps2 agl). Based on the
settings in minivend.cfg, restarting should not be a problem for users
except for the few seconds the server is restarting. Session information
is stored in a file and is usually not cleared with standard minivend.cfg
settings upon restart.
