working with "static" URLs will only work when
the customer has cookies turned on. You better
use :

<frameset cols="26%,*">
<frame name="nav"  src="[area href="nav"]" .....>
<frame name="main" src="[area href="ord/checkout"]" ....>
</frameset>

This way, the area tag creates the URL with the session-id.

In catalog.cfg, set :
AlwaysSecure    checkout

This makes the checkout-page secure, you probably also want
the nav-page secure in this case.
