setting a variable using a form? and use of UserTag

Hi everyone,
what I'm trying to do without success and am unable
to find reference to this in the documentation is
a way to set a variable (either scratch or value)
using a form but when submitting the page getting
it to return the page I am currently viewing but
with the value updated in it.  This is not a
field that is part of an order - and the choice
of setting this value needs to appear on every
page.

Another thing I've been trying to do without success
is when using UserTag to define my own tags, if I
call my tag using [data...] as one of the arguments,
then it doesn't initially interpolate the data but
instead passes the string "[data...]" into the user
tag... how can I fix this?

Does anyone have any ideas?  Help would be appreciated!
