Probably your default umask for root is 022, meaning when it expires the
sessions and recreates the session .db or .gdbm files they will have 644
permissions.  This doesn't give permission for mvend (or whatever ID you
run MiniVend as) to write to the session file, only read it.

Assuming you're using cron to run the expireall command, you need to
remove it from root's crontab file and add it to mvend's crontab file.
