  This isn't going to help you much, but since noone seems to have replied
yet I thought you might appreciate some observations I have made.

  I think this might be something to do with IE itself and there mightn't
be anything you can do about it (except complain to Microsoft I suppose).
I've notice some truly bizarre behaviour when it comes to IE's caching
abilities.  Especially when used in conjunction with a proxy server.
Holding down "Shift-Reload" doesn't work at all like it should.  Even
"Reload" (or Refresh as the case may be) is dodgy.  What it caches and
when it decides to refresh documents sometimes seems to be completely
arbitary.  Try going to a page with a counter and try clicking reload and
shift-reload a few times (and do it through a proxy server to get even
more spectacular results) to see what I mean.

  Anyway, like I said this isn't really much help to you, but from what
I've seen you might just have to live with the behaviour you describe.
I'm quite happy for someone to prove me wrong though (and I hope someone
does actually).
