No &safe_tag() in Subs?

Why can't I use the safe_tag() routine in catalog-subs? It works fine in
UserTags but fails when used in subs that are defined in the catalog.cfg.
Vend::Interpolate::safe_tag() works for GlobalSubs, of course.
Is this intended? Is it a bug? Is it my fault?
