I was thinking of something like this for discounts, store refunds, or
gift certificates. My idea was to have a field in the UserDB that is used
to calculate the total. If it was set to zero it would have no effect on
the total. I assumed this would require Perl and messing around with
[total-cost]. That's about as far as I had thought about it. Maybe someone
has (or would) create a UserTag to do this.

Another thought. I don't know if it's possible to have items in the
products database that have a negative cost. Then you could allow users to
add those items to their cart (or not) based on a UserDB field.
