Discount by user login.

Hello all,
Has anyone come across a way to apply a discount based on the
user
login. For example, a frequent customer would login and all items
ordered would receive a predefined discount, possibly defined in the
userdb.asc??? If anyone has come across a way to accomplish this please
let me know.
