Too complex.  For example, here in AZ, in Scottsdale, tax is 6.9 unless it is food, then its 1.5, of
course unless we're building another stadium where the tax goes up another .25.  In Phoenix, its just as
bad and most entities of large cities have this problem where you have a state, county, city, and perhaps
special bonding tax and these fluctuate at times monthly...
