I have FreeBSD / Apache and minivend! After using makecat, my simple.cgi
have read-permissions always.
I use chmod to set my simple.cgi with "chmod a+x simple.cgi"
and make a backup this file!
After next makecat, i copy my backup to my cgi-DIR!

Or your Webserver don't allow your cgi-script executable in your
cgi-DIR? I have had the same problems and it was the problem
with my Apache always!
Have you a simple cgi-script (i.e. FormMail) to test your cgi-DIR?
