Problem with CGI bin

I've attempted to install the simple demo.  It looks as though everything went
smoothly, but when I try to access the URL, the first page comes up nicely but
when I try to click on the links on this page (which are links to things in
the CGI bin) the pages are not found.

When I look into the cgi-bin, the "simple" entry is a file and not a
directory.  How does this "file" become a directory so its contents can be
accessed by the home page?
