CommonAdjust and MixMatch

I am working on a pricing set up where there are 90 items( puzzles) and the
first is priced at 14.95 and 2 or more (mixed) are 12.50 each. I have set up
the pricing.asc:
code q1 q2
111pz 14.95 12.50
The Common Adjust in the catalog.cfg at:
CommonAdjust pricing:q1,q2, ;products:price,
and have tried setting MixMatch to Yes and also tried
setting PriceBreaks to 2. Price field is set at
no_price.
What I am getting is the quanity discount only on
multiples of single items and not the whole order.
Is it possible to do what I am trying to so using
CommonAdjust? or am I going to have to use another
method?
