&final not working properly?

Is it normal behavior to have a multiple page checkout process where one
can click submit, move on to the next step, click the back button, click
submit again, and have the order ordered right there, instead of going
on to the next step again?? I am not setting &final=yes until the very
last page, but you can do what I describe above in the first 2 pages.
This is driving me nuts.. someone please help me!
