OK. When responding to someone else I mentioned the Listen command in Apache.
IGNORE my comments, I didn't know what I was talking about. Do Not use
"Listen 7786" as it will attempt to have Apache bind to a port that
minivend will be using.
You must be in INET mode. The minivend server is supposed to answer you
exactly as if it was a webserver (which I guess it is since it talks HTTP).
Check your "Catalog" setting.

I don't use this feature. I've never set it up to get it to work. I
prefer to telnet to the machine and do whatever I have to do at the command
prompt.
