[ic] UserTag redefined for many catalogs

IC 4.8.6, perl 5.6.1

I have several catalogs that use the same user tag as follows:
catalog_before.cfg:
include /some/place/for/common/tags/*.tag

I redefined one of the tags for a particular catalog in that catalogs
catalog.cfg. That usertag then appeared redefined for all of the
catalogs that had included it.

Is this a bug or am I missing something?
