[ic] batch quantities , How do we define UserTag in 4.9.3 ?

I am trying to implement the Batch Quantities based on the following: (
Using IC 4.9.3 )

I have modified the cart, cart_display, and cart_tiny to have batch  before
item-list tag.:

[batch] [item-list]


When I put the code as described in the archive, in Catalog.cfg, or even
when I put the code in interchange.cfg , the tag does not seem to be
defined, instead I see[batch] written in the page ?
