[ic] Interchange stopping without errors

I am currently trying to move a catalog I made on my local system to a 
production server.  I installed ic 4.8.3 on the production system (I had 
4.8.2 on my local system).  Then I copied over the catalog and the 
interchange.cfg file.  I modified both the interchange.cfg and the 
catalog.cfg to match this server.  When I go to start interchange It says:
Low traffic settings.
Calling UI......UI is loaded...
Interchange V4.8.3
Configuring catalog inkcat...Using MySQL, DSN=dbi:mysql:test_inkcat...done.

Then it gives me a propt back.  It never prints the PID and it is not 
running.

Is there anyway to know what this is?  Is there some sort of debug mode 
I could start ic in to get more output?
