Yes. Here is one way.
Catalog 1
catalog.cfg
TemplateDir interchange/cat1/pages

Catalog 2
catalog.cfg
TemplateDir interchange/cat2/pages

Create a directory called admin in each of the pages directory. In admin
make files of HTML/IC for doing admin stuff. Some .access and
.access_gate files would be good in there too.
