The arg="values scratch" stuff no longer is needed. Try this:
[calc]
$Scratch->{b} = "membership_type=$Variable->{GOLD}";
return;
[/calc]
[scratch b]
This would work in ITL:
[seti b]membership_type=__GOLD__[/seti]
