[ic] Can not change password in the admin

I am the super user for this site. I have created a new user but when I go
to put in the password and hit "Set password" button I get:

Sorry, no permission for page access=l.

After search the archives I have come up with nothing on this.

Any one have any ideas?

redhat 7.2
interchange 4.8.3
