[ic] UPSI shipping problem to Alaska / Hawaii

using IC 4.8.6

UPS Internal lookup works great until shipping to zips in Alaska or 
Hawaii. For some reason IC cannot determin the correct zones for the 
above zip codes. Where else in the system are those zones referenced? 
What am I missing? The 450.csv file (or in my case 463.csv - see below) 
seems to assume that IC already knows which zones to go to for the cost 
lookup?

Please reply even if it is an obvious error on my part.

I always get the ship error "Zero cost returned for mode NextDayAir, geo 
code 997"
