I got that once.  I had installed, in my case the foundation catalog.  Then
I deleted - but did not delete the file cgi-bin/catalog.  Apparently when IC
restarts it sees that it is there and assumes that something happenend to
the catalog.  My system doesn't crash - but it does give me an error.  Try
removing any usused catalog .cgi's from cgi-bin.

Of course, I could be way off on this
