[ic] error message

When I do the admin Wizard and try to set the handleing amount (which
defaults to 3) I get the following error:

failed pattern - '3.00' =~ ^\\d+(?:\\.\\d+)?\$

Any clues on how to fix it?  I can only select the flat rate option in the
wizard - but none of them actually save.  Is the wizrd busted?  Where else
can I change it?
