[ic] Shipping Method Incorrect

Just configured ic.  I have UPS_MODES set to GNDRES&#0;1DA&#0;2DA&#0  but I
don't get ground residential to be one of the choices on the checkout page.
I get 1day, 2day and ground commercial instead.  I even have my
SHIP_DEFAULT_MODE set to GNDRES.  What am I doing wrong??
