This is probably something you need to check with your state about. Here in
Texas, we only charge tax on a location if we have a presence there. I would
guess that in this situation, the tax would be charged based on the billing
address, as they're the one who bought it. (They could just as well ship it
to themselves and then give it to someone as a gift.)
