I dont use the upsell or cross-sell components but I
have read the documentation on them once before.  if
you want to upsell or crosssell you will need to
specify want you want to upsell it with. or cross sell
it with. 

Explaination: when a product, a red shirt for
instance, is sent to the shopping cart. then the
cross-sell component will try to sell a "matching" red
hat. but you have to specify the hat to go with the
shirt.
upsell works the same way except if some one buys 10oz
can of grade b something you want to upsell it to 20oz
can of grade a something. 

use the admin ui to help you on the cross-sell and
upsell stuff

however, I think you are looking/wanting to use the
promo component
