[ic] catalog.cfg file causing an error

I modified my catalog.cfg file by adding the following line to get my
pgp to work:

EncryptProgram __PGP__

Once I did this and restarted the server I cannot place an order (it
tells me no items in my cart) and I get the following error:

Order profile credit_card not found

I found a reference to this error in another posting, but no solution
was posted.
