[ic] Postgresql error

I have set up a new catalog with postgresql. The database was made no
problem there.

I am unable to go into the admin side and change taxes.

I get the following error in the logs:

Attempt to set variable::Variable::TAXAREA in read-only table

I have search the achieves and have found a few bits and pieces of
information but not enough to form a solution to try. Something about write
permissions. But do not know where this is set.

Familiar with interchange but this is the first time I have done a catalog
that does not use the default database setup.
