[ic] not sending orders

for some reason the shopping cart is not sending me orders, I installed 
4.8.3 the same way that I did 4.8.2 and the .2 did send orders,
the .3 does not, the orders do go inside database tho, also I get no 
confirmation screen when I place the order, it just reloads the order 
form, what's up there /
