[ic] profiles.order -- does this require restart?

Hi.  I am trying to make some more input options on the checkout page 
mandatory.  I discovered profiles.order and added the appopriate info into 
it but can't seem to get the changes to take affect.

Do changes to profile.order require a whole restart of the cart for them to 
take affect?  I tried 'Apply Changes' from the Admin panel but that didn't 
do it.

If a restart is required, I am scared because I tech support on our store 
host has to do it for me.  The last 3 times the cart was restarted we lost 
everything!
