abroad.
I often get packages from abroad. They tend to have a bill from
the UK Customs and Excise (HMCE) attached for the various tax and
duty payments. The bills are payable by me or one of the companies
I work for. If you end up paying tax to a foreign country, there's
usually a mechanism you can use to claim the money back. That works
for me when I visit a non-EU country, anyway. :-)
Your shipping policy should state that all customs and other local
charges are payable by the recipient - just to make it clear.
