[ic] Credit Card field is empty

Hello everyone.
I have been trying to get this to work for the past 5 months. I am tired, so
would someone please help me figure this out :)

I upgraded from IC 4.6.1 to IC 4.8.3
After the upgrade, the new accounts I setup on my FreeBSD server work fine,
but the older account are giving me problems.
The problem is that the credit card field is always empty.

mheins@redhat.com offered the following advice, which took me back to the
old problem I had, telling me NEED ENCRYPTION ENABLED!.

1. Remove all mentions of encrypt_program and EncryptProgram
from your catalog.cfg.

2. Place the encryption key in catalog.cfg:

EncryptKey  0xABCDEFG

GPG is the default encryption program, and the above will
set the default encryption key.
