[ic] Missing ampersand

Hi,

I had the same problem (please have a look at my first email)
with the example in the documents:

But the output on my system is:

v_arg=3DInterchange%20argument&cgi_1=3DONE%0dcgi_2%3dTWO">External link</A>

Same problem no & between cgi_1=3DONE and 0dcgi_2=3DTWO
