[ic] Lists limited to 50 items?

I sent a message just minutes ago about ic only showing the first 50 of 
my categories. I then notices that when I click Help in the main admin 
area, only the first 50 help topics appear (Environment variables is the 
last one listed). Coincidence, bug, or am I just dumb?
