[ic] Interchange 4.8 and Verisign PayFlow Pro problems?

I went to the Administration Wizard, then to Payment Preferences and 
selected Signio/Verisign and the cards I accept (Visa, American Express, 
MasterCard)..then I clicked NEXT and proceeded to fill in the form:

Step #1   Signio account ID  (here I put my login id for Verisign)

Step#2    Signio password  (here I put my password for Verisign)

Step #3   Payment Server (I selected Live server (new payflow.verisign.com)

Step #4   Verisign partner (I put my Verisign partner which is exweb)

Step#5    Verisign vendor  (here I put my Verisign login id same as above 
step#1)

Then when all blanks were filled I clicked Apply changes and tested the 
cart and it returns the error :

There were errors in your last submission:

           (signio): Charge operation 'signio' failed.

      The areas you need to correct are shown in this color below.

***thing is there is nothing shown in red ****    all shipping and bill to 
information is filled in correctly. Is this a problem with the Payment 
Preferences above?  or something else?
