You should be able to edit the payment info collection stuff on 
pages/ord/checkout.html, something like:

[if scratch dealer]
   (P.O. Number code)
[else]
   (Credit card code)
[/else]
[/if]

I think you can deactivate any other payment methods you don't want using 
Preferences in the Admin.
